Servicing Connecticut Public Water Systems

Public Water Systems, otherwise known as PWS, are divided by “classifications” or “type of system."

There are three types of public drinking water systems:
  1. Community Water System, which serves at least 25 residents throughout the year.
  2. Non-Transient, Non-Community System (NTNC) is not a community system and regularly serves at least 25 of the same people over six months of the year (i.e., schools and office buildings).
  3. Transient Non-Community Systems (TNC) Do not meet the definition of a NTNC system (i.e. restaurants, parks, etc.) They do not need a certified operator but still need to do quarterly water testing.


The State Department of Public Health (DPH) regulates these systems to assure a safe and adequate supply of drinking water. Water sources can be from groundwater (well) or surface water (reservoir).

Public water systems responsibilities

As a Chief Operator for a PWS, Water Systems Specialties is responsible for:
  • Routine maintenance checks of the water supply and inspecting the water supply’s source , storage facilities and equipment following DPH guidelines and American Water Works Association (AWWA) standards
  • Keeping current on all changes in regulations regarding water treatment
  • Water testing and submission of reports as mandated by the DPH
  • Reviewing the DPH website to monitor PWS reports
  • Accompanying the DPH Sanitary Engineer during the department’s Sanitary Survey of the PWS
  • Conducting yearly Cross Connection surveys and Backflow Prevention examinations and submitting reports to the state
  • Completing yearly Consumer Confidence Reports (CCR)
